NORIKO doesn't advertise itself from the street — you walk into PERILLA fare, head downstairs, and check in with the host before finding a 21-seat handroll bar built entirely around a single idea: co-chefs Billy Lim and Rhan Whang modeled the format on the handrolls they grew up eating, made fresh in front of each diner rather than pre-rolled and plated.
